I have a GE Profile 30” induction cooktop (Model# PHP9030DJ1BB) that has had this very intermittent, occasional problem for a number of years. The cooktop has 4 burners which are linked in pairs. The cooktop has power, the timer works, and a set of the burners would turn on, start to heat, then turn off after a few seconds.
